Apogee to develop monitoring & reporting System for Interreg Europe PLP

Apogee Information Systems has officially launched the development of a new Monitoring and Reporting System for the Policy Learning Platform (PLP), commissioned by Interreg Europe, a European Union programme supporting better regional policies through cooperation and shared learning.

Interreg Europe enables local and regional public authorities across the EU to improve their strategies by exchanging experiences, learning from peers, and adapting proven practices. A core pillar of this mission is the Policy Learning Platform (PLP), a service hub offering tools and expert-driven support to help policymakers improve regional development efforts.

The PLP delivers a broad set of services, including Peer Reviews, Matchmaking sessions, policy briefs, and expert support. The new digital system developed by Apogee will streamline how these services are managed, implemented, and reported, supporting more strategic coordination and greater transparency across the platform.

The first phase of the project focuses on digitising the Peer Review service. This flagship PLP offering connects public authorities with experts and fellow practitioners to provide tailored guidance on specific policy challenges. Subsequent development phases will extend to the full range of PLP services, ensuring a scalable, integrated solution.

The platform is being built entirely with open-source technologies. This technology choice ensures a high level of flexibility, faster development cycles, and reduced infrastructure and licensing costs, an essential consideration for public organisations that want to avoid vendor lock-in. By avoiding dependence on proprietary platforms, Interreg Europe retains complete control over the system’s future evolution. Additionally, our developer-friendly solution provides strong community support, robust documentation, and access to a wide range of reusable components. 

“This system will help the Policy Learning Platform better serve its mission of knowledge sharing and policy improvement across Europe,” said Markos Giannopoulos, project lead at Apogee. “Open-source development gives us the implementation speed and sustainability needed for a public service platform of this scale.”

The project will follow an agile development approach, delivering key features incrementally to ensure that each module is aligned with real user needs and operational requirements.
